Mandatory Spay/Neuter for Dogs & Cats – Requiring sterilization unless exempt due to age, health, or licensed breeding.
Unaltered License Option – Owners who choose not to spay or neuter their pets must obtain an unaltered license, with fees helping fund spay/neuter programs.
Stronger Enforcement for Strays & Impounded Animals – Ensuring that any dog or cat impounded for a second time is sterilized before release to prevent further overpopulation.
